The leaves of my salax tortuosa willow have curled up all over what could this be?

It could just be that it's been too dry and it needs more water as willow like lots of water. Otherwise if watering doesn't help it could be some kind of disease. In which case cut it back to have minimum strain on the plant and encourage new growth and hopefully it may recover.
